Oklahoma permits but does not mandate generic substitution. Under 59 O.S. § 353.13, a pharmacist may substitute a less expensive equivalent drug product unless the prescriber has indicated "dispense as written." The substitute must be FDA AB-rated.
The Oklahoma Health Care Authority administers SoonerCare (Oklahoma Medicaid) pharmacy benefits and maintains the SoonerCare PDL. Most pharmacy benefits run as fee-for-service. Non-preferred drugs require prior authorization initiated by the prescriber.

Oklahoma does not operate a Medicare-recognized SPAP. Low-income Oklahomans use Medicare Part D Extra Help (LIS), SoonerCare Medicaid (if eligible), manufacturer Patient Assistance Programs, and SHIP (Senior Health Insurance Counseling Program) for Medicare enrollment counseling.
